A Step-by-Step Guide to Getting a Medical Marijuana Card in Oklahoma
May 5, 2025
In Oklahoma, residents age 18 and older can apply for a standard two-year medical marijuana license with a recommendation from a state-licensed physician. Minors may also qualify with parental consent and recommendations from two physicians, while caregivers—usually trusted adults or legal guardians—can apply to assist patients with purchasing and administering cannabis. Nonresidents with a valid medical marijuana license from another state may apply for a temporary 30-day card. However, federal employees, active military members, first responders, and individuals in certain safety-sensitive jobs are not eligible. Applications must be submitted online through the Oklahoma Medical Marijuana Authority (OMMA) with proper documentation, a recent physician’s recommendation, and the required fee. Approved applicants receive their card by mail and must renew it upon expiration.
The steps for getting a medical marijuana card in Oklahoma are:
- Obtain an official Physician Recommendation.
- Gather required documentation.
- Register an account online at the OMMA website to complete your application.
- Pay the application fee and submit your application.
- Wait for approval and receive your medical marijuana license.
- Renew your medical marijuana license before its expiration date.

Types of medical marijuana cards in Oklahoma
Before applying for a medical marijuana license, you’ll need to know what type of card you need: adult, minor, caregiver, short-term (in-state), or temporary/out-of-state. Each will afford you certain benefits and come with restrictions that, if not followed, could result in the loss of your medical cannabis license.
Adult Patient License
This is the standard medical marijuana license for Oklahoma residents ages 18 and up. Valid for two years, it allows patients to legally buy cannabis at licensed dispensaries and even grow their own plants at home. With this license, you can access the full range of medical marijuana benefits and treatment options available in the state.
Minor Patient License
Designed for patients under the age of 18, the minor license involves a few extra steps. It requires consent from a parent or legal guardian, as well as recommendations from two Oklahoma-licensed physicians. The license is valid for two years or until the patient turns 18, whichever comes first. A designated caregiver—usually the parent or guardian—must manage the minor’s cannabis use and is the only one allowed to purchase products from dispensaries on their behalf.
Caregiver License
When a patient is unable to manage their own medical marijuana use, a caregiver license steps in to provide support. A caregiver—typically a parent, legal guardian, or another trusted adult—applies for this license to legally purchase, transport, and administer medical cannabis for the patient. It’s directly tied to the patient’s license and expires at the same time.
Short-Term (In-State) License
For those needing medical marijuana on a temporary basis, Oklahoma offers a short-term patient license. This license is valid for 60 days and follows the same application process as the standard license. It’s a great solution for short-term treatments or temporary conditions. After approval, patients can use a temporary card to access dispensaries while they wait for their physical license to arrive—just note that only the official, unexpired card can be used to legally purchase and possess cannabis.
You must have your physical unexpired state-issued patient license to purchase medical marijuana from a dispensary and to possess medical marijuana. Your approval email will not work.
Out-of-State (Temporary) Patient License
If you’re visiting Oklahoma and already have a valid medical marijuana card from another state, you can apply for an out-of-state patient license. This license is good for 30 days and renewable, giving you legal access to dispensaries and allowing possession of medical marijuana while you’re in the state. However, it’s critical to remember that cannabis cannot be transported across state lines under any circumstances—doing so is a federal offense, even with a valid card.
Who Can Apply for a Medical Marijuana Card in Oklahoma
Here are the basic eligibility requirements to receive a medical marijuana patient license in Oklahoma if you are…
An adult. If you’re 18 or older, you can apply for a medical marijuana license with a physician’s recommendation. This recommendation, much like a prescription, indicates that your doctor believes cannabis could be a helpful part of your treatment plan.
A minor. Patients under the age of 18 can qualify for a license, but they’ll need approval from two licensed Oklahoma physicians. A parent or legal guardian must also provide consent and agree to act as the minor’s caregiver throughout the treatment process.
A resident. To apply, you must show proof of both your identity and Oklahoma residency. A state-issued ID is required, along with an additional document—like a utility bill or lease agreement—that confirms you live in Oklahoma.
A nonresident. Nonresidents must have a valid medical marijuana license from their home state in order to apply for an out-of-state patient license in Oklahoma. They also need to provide proof of identity and submit an online application through the Oklahoma Medical Marijuana Authority (OMMA), which, if approved, grants them legal access for 30 days at a time.
You can apply for a medical marijuana card in Oklahoma if you:
- Are a resident of Oklahoma age 18 and up (adult)
- Are a resident of Oklahoma age 0-17 (minor), with the help of a parent or legal guardian
- Are a caregiver of a medical marijuana patient (residents age 18 and up). You will apply for a caregiver’s license, which allows you to purchase and administer medical marijuana for up to 5 patients, but prohibits you from purchasing, possessing, or consuming medical marijuana yourself.
- Are an out-of-state visitor (temporary)
- Are a spouse or family member of law enforcement officer
- Are a military veteran. However, you cannot take any type of marijuana products into a VA facility, nor will VA sign off on any paperwork required for it.
- Are on probation. If you are on probation and would like to apply for a medical marijuana card in Oklahoma, you must ask for permission and/or approval first and meet eligibility requirements as defined by Oklahoma law, including having a qualifying medical condition and recommendation from a licensed physician. Be sure to review the terms of your probation and discuss it with a legal professional and/or your probation or parole officer first; if the terms of your probation involve restrictions on drug use, a medical marijuana card could lead to violations of your probation.
- Have a criminal record or a felony conviction. When it comes to medical marijuana, felons are not universally barred from obtaining a medical marijuana card. However, restrictions can vary widely depending on the nature of the felony, especially if it involves drug-related offenses. In many states, having a felony drug conviction might complicate your application process, but it doesn’t necessarily disqualify you.
- Own a firearm.
- Have a custody agreement of a minor. In Oklahoma, licensed patients may not be denied custody, visitation, or other parenting time with a minor unless your behavior creates an unreasonable danger to the safety of the minor.
Who Cannot Apply for a Medical Marijuana Card in Oklahoma
In Oklahoma, you cannot apply for or receive a medical marijuana card if you:
- Are a law enforcement officer, firefighter, or other first responder
- Work in other safety-sensitive positions, such as chemical plant workers or hazardous material transportation
- Are a federal employee
- Work in direct patient or childcare
- Are an active member of the military
- Are a nonresident without a valid state-issued medical marijuana license from your resident state
How to Get a Medical Marijuana Card in Oklahoma
To get–or renew–a medical marijuana card of any type in Oklahoma, you must submit an application online; there are no options for in-person or mail-in submissions.
When applying for a medical marijuana card in Oklahoma, it’s crucial to rely on accurate, official information—misleading advice from third-party sources or even dispensaries could put you at risk. For example, some may claim that showing proof of your diagnosis or application allows you to legally access cannabis before receiving your official card, but this is not true and could lead to serious legal or financial consequences. To ensure you meet all legal requirements and stay compliant, always refer to the Oklahoma Medical Marijuana Authority (OMMA) website for the most up-to-date and accurate guidelines.
Here are the steps to getting a medical marijuana card in Oklahoma.
1. Obtain an official Physician Recommendation
The first step to getting a medical marijuana card in Oklahoma is scheduling an appointment with a board-certified physician who can evaluate your health and provide a recommendation. Unlike many states, Oklahoma doesn’t have a set list of qualifying conditions—if your doctor believes medical marijuana could help improve your well-being, they can complete and sign the official Physician Recommendation Form. This recommendation must be dated within 30 days of your application and is required to move forward with the OMMA licensing process.
If you want to designate a licensed caregiver, the same physician must also sign the bottom section of the Caregiver Designation Form stating your need for a caregiver.
Minor applicants must provide recommendations from two physicians.
2. Gather the required documentation.
For an adult patient license, you must provide certain documents with your application, including:
- Physician recommendation form dated within 30 days of application submission.
- Proof of identity (one document required).
- Unexpired driver’s license

- Tribal identification as accepted by the Department of Public Safety*
- Proof of Oklahoma residency (one document required).

- Recent digital photograph. The photo must meet OMMA’s guidelines for size and clarity, similar to a passport photo.

If you are applying for an out-of-state (temporary) medical marijuana license, you must provide:
- A copy of your out-of-state medical marijuana license issued by the state government, not a medical provider
- Proof of identity (one document)

- Passport
- Recent digital photograph
If you are applying as a minor, for either a resident or out-of-state medical marijuana license, you must provide:

3. Complete your application online.
Visit the OMMA Patient Portal online and click apply now. You will register an account with your email, wait for the verification email, and click verify. You will then fill out the application and upload all of the required documentation. The system is very user-friendly, but be sure to double check all your information before submitting.
**Note: Make sure you use an email that is yours and that you have access to, not that of a clinic or other entity that may be helping you complete your application. Also ensure you enter an accurate mailing address, since this is where they will send your approved license. You can use a PO box for your mail address, but not for the street address of your resident location.
Only one person can submit an application for each account, so each applicant needs a separate account. For example, if you are a caregiver of a minor patient, you both must have your own account and submit your own application.
4. Pay the application fee and submit.
The standard application fee for a medical marijuana card is $100; however, a reduced fee of $20 is available to individuals who can provide adequate proof of Medicare or Medicaid (Sooner Care) enrollment, or of their status as a 100% disabled veteran.
Fees are non-refundable, even if the application is not approved, and must be paid by a Visa, Mastercard, or Discover credit or debit card. (Additional processing fees–also non-refundable–will be added to the transaction.)
5. Wait for approval.
OMMA typically processes applications within 14 business days. If approved, your license is automatically printed and mailed, and you should receive your license card in 7-10 business days. If your medical marijuana card does not arrive after 30 days, you can request a replacement free of charge via the licensing portal.
If there are questions or issues with your application, OMMA will notify you. You can only be rejected if you do not meet the eligibility criteria or if you do not properly complete the application form.
6. Renewing your medical marijuana license
In Oklahoma, medical marijuana cards are only valid for set periods and must be renewed.
- All resident adult, minor, and caregiver licenses are valid for up to 2 years.
- Out-of-state (temporary) licenses are valid for up to 30 days.
- Short-term (in-state) licenses are valid for up to 60 days.
To renew your medical marijuana card, you will need a new physician recommendation form (two for minor patients), as well as the same information required for an initial application (proof of identity, proof of residency, and recent photograph). You will not need any other additional criteria.
You will log onto your OMMA account with the same email address you used to create your original application.
Renewal application fees are also the same–$100 plus a credit card processing fee, or $20 for individuals who can prove Medicaid or Medicare enrollment or a 100% disabled veteran status.
If you do not renew your medical marijuana card before the expiration date, you can still renew it, but the license will become inactive and you will not be able to legally purchase medical marijuana products until you have renewed it. Oklahoma does offer a grace period for expired patient licenses. OMMA patient cardholders can still purchase medical marijuana using their existing card for up to 30 days after the renewal has been approved.
To avoid a lapse in use or legal protection, submit your renewal application via the licensing portal 30 days before your license expires for resident licenses or within the week prior to your out-of-state (temporary) license expiration.
If your name changed since receiving your current medical marijuana license, be sure to change it on your account in the Licensing Portal as well before starting your renewal.
If you are renewing your license but filed your most recent application before Jan. 24, 2022, see the OMMA’s Licensing Portal page for details on how to ensure your licensing information transfers for your renewal.
